DEFINITION
Under general direction, plans, schedules, assigns, reviews and supervises the work of staff performing construction inspection duties within the Engineering Department; plans, and coordinates a comprehensive inspection program to ensure compliance with district approved construction plans and specifications; coordinates assigned services and operations with those of other District divisions and outside agencies; provides complex staff assistance to management staff in areas of expertise; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from assigned management personnel. Exercises direct supervision over technical staff.
CLASS CHARACTERISTICS
This is the full supervisory-level classification in the Construction Inspector series that exercises independent judgment on diverse and specialized inspection activities with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of staff responsible for ensuring compliance with mandated and District construction project standards and specifications. Incumbents are responsible for providing technical-level support to management in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines.

- Plans, organizes, assigns, supervises, and reviews the work of staff providing construction inspection in the Engineering Department; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
- Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
- Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
- Coordinates assigned services and operations with those of other divisions and outside agencies.
- Participates in annual budget preparation; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors expenditures.
- Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records, databases, and files; ensures the proper documentation of operations and activities; collects and verifies developer insurance documentation.
- Answers questions and provides information to the public; investigates and responds to complaints and inquiries from citizens, other departments, and agencies; recommends corrective actions to resolve issues.
- Reads, interprets, and studies architectural and engineering plans, specifications and design for capital improvement and developer projects; monitors project progress, reviews field activities of contractors, and makes sound determinations on the construction inspection work ensuring compliance with approved construction plans and specifications.
- Reviews staff inspections reports of construction activities for clarity and consistency; coordinates and schedules inspection staff to maintain adequate inspection of construction workmanship and materials; ensures documentation of construction works to meet mandated and District requirements, as well as those for audit purposes.
- Attends project meetings during design development and construction including pre-construction meeting; provides construction support and assistance to engineering staff as required for development of construction cost estimates and constructability reviews; conducts construction conferences and coordinates with engineers and contractors to resolve construction related issues as they arise.
- Conducts pre-construction meetings for land development and encroachment permit projects.
- Assists with the management of contracts for services; participates in the solicitations to provide materials and services; facilitates pre-proposal meetings; coordinates and participates in the evaluation of submittals; reviews terms and conditions of agreement; oversees review of documents, reports, and other work products prepared by contractors and/or consultants and provides feedback and corrections; assists with problem resolution for issues that may arise.
- Represents the District in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.
- Observes and complies with all District and mandated safety rules, regulations, and protocols and ensures staff do the same.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Equivalent to a High School diploma and supplemented by specialized training in construction management.
- Five (5) years of increasingly responsible construction inspection experience for civil projects.
- Two (2) years in a supervisory or lead capacity.
Licenses and Certifications:
- Possession of a valid California Driver’s License, to be maintained throughout employment.
- Certification as a Certified Construction Manager (CCM) from the Construction Manager Certification Institute (CMCI) and the Construction Manager Association of America (CMAA) or must be obtained within 24 months from date of appointment and to be maintained throughout employment.
- Grade II Certification in Water Distribution from the Department of Health Services, or must be obtained within 24 months from date of appointment and to be maintained throughout employment.
- Possession of one or more of the following or obtained within 12 months from date of appointment:
- American Construction Inspectors Association (ACIA) Division I – Engineering or Division II Building Certification; and/or
- ACIA Division IV – Public Works Certification; and/or
- International Code Council (ICC) certifications: Structural Masonry Special Inspector, Structural Steel and Welding Inspector, Prestressed Concrete Special Inspector, or Reinforced Concrete Special Inspector Certification to be maintained throughout employment; and/or
- American Concrete Institute (ACI) Concrete Construction Special Inspector.
PHYSICAL DEMANDS
When assigned to an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; ability to stand and walk between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. When assigned to field inspection, must possess mobility to work in changing site conditions; possess the strength, stamina, and mobility to perform light to medium physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; to reach, twist, turn, kneel, and bend, to climb and descend ladders; and to operate a motor vehicle and visit various District sites; vision to inspect site conditions and work in progress. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards, with exposure to hazardous materials in some site locations. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds, or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.
ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
DISASTER SERVICE WORKER
In accordance with California Government Code Section 3100, District employees, in the event of a disaster, are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State. Employees may be required to utilize any special training, certifications and/or licensures which are needed to assist in the disaster, but will not be required to perform any duty or function in which they have no knowledge or have not received adequate training to complete.
WORKING CONDITIONS
District employees are expected to work overtime, weekends, evenings and holidays as required to accommodate the District needs, in addition to responding as a Disaster Services Emergency Worker. Employees in this classification are subject to on-call, which may include rotating-duty schedule, weekends and 24-hour emergency call out with little or no notice.
PERSONAL PROTECTIVE EQUIPMENT
If required, employees in this classification must wear and use the proper Personal Protective Equipment (PPE) and be able to perform work while wearing PPE.
