General Description of Class

The purpose of the class is to increase the business tax base and employment opportunities in Hampton through proactive outreach efforts and create a strong pro-business climate where Hampton businesses can operate, grow and prosper. The class performs under the limited supervision of the Chief Economic and Community Development Officer who provides guidance and direction through periodic consultations and discussions. This is an exempt position.

Typical Tasks

  • The tasks listed below are representative of the time spent working in this class. Management may assign additional tasks related to the class as necessary.
  • Administer and manage all economic development grant programs and incentive programs including application intake, evaluation, approval processing, disbursement, and grantee compliance.
  • Track grant performance, funding utilization, and compliance with program guidelines.
  • Prepare reports and presentations for internal and external audiences on the grant program outcomes.
  • Serves as the designated Administrator for the City’s two state-designated Enterprise Zone ensuring the City is compliant with all state Enterprise Zone program requirements.
  • Develops and implements strategies to increase awareness and utilization of the Enterprise Zone benefits.
  • Ensures timely and accurate submission of required reports to the Commonwealth of Virginia for the Enterprise Zone program.
  • Prepares and submits reports as required to the state for the Enterprise Zone program.

Salesforce CRM Data Management

  • Maintain and manage economic development project data within the Salesforce CRM system.
  • Ensure data integrity, consistency, and completeness across all records, including business prospects, projects, and incentives
  • Generate reports, dashboards, and analytics to support departmental performance tracking and decision making.
  • Collaborate with staff to improve CRM workflows and data standards.

Compliance & Agreement Monitoring

  • Monitor and enforce compliance with development agreements, incentive agreements, and performance-based agreements.
  • Track performance metrics tied to economic development agreements.
  • Coordinate with businesses to collect required documentation and verify compliance milestones.
  • Maintain thorough documentation to support audits and program accountability.

Research & Project Support

  • Assist with site selection inquires by compiling data on prospective companies, workforce, real estate, and infrastructure.
  • Support the preparation of proposals, briefings, and marketing materials for prospective economic development projects.

General

  • Assists with business retention and expansion activities.
  • Assists with coordinating, researching, planning, and implementing efforts designed to achieve the economic development objectives in the Department and City-wide strategic plans.
  • Provides staff support for the EDA.
  • Demonstrates regular and punctual attendance.
  • Performs other related duties as required.

Education, Experience and Additional Requirements

Education and Experience

  • Requires any combination of education and experience equivalent to a Bachelor’s degree in Business Administration, Public Administration, Economics, Marketing, Finance, Urban Planning, Entrepreneurship or a related field of study.
  • A minimum of three (3) years of full-time equivalent experience in economic development, community development, public administration, grant administration, or related professional activities is preferred.
  • Experience with CRM systems is preferred.

Certifications, Licenses, and Other Qualifiers

  • Must possess a valid driver’s license and must have and maintain a satisfactory driving record based on the City of Hampton’s criteria.
  • Must successfully pass a background check prior to any offer employment or promotion.

Additional Requirements

  • Requires effective communication with internal and external customers.
  • Ability to communicate effectively both in writing and orally, such as briefings and presentations; ability to read and interpret documents, such as laws, regulations, contracts, and financial and accounting reports.
  • Proficiency in data management and Microsoft Office Suite.
  • Demonstrates strong project management skills.
  • Ability to perform mathematical calculations.
  • Ability to foster positive public relations and work effectively with diverse groups; to establish and maintain effective working relations with the public, developers, investors and the business community.
  • Ability to manage multiple priorities and deadlines in a dynamic environment.
  • May require working beyond a standard 40-hour work week to include evenings and weekends.
  • Frequent contact with the general public, City Manager, EDA, the business community, the Hampton Roads Alliance, the Virginia Economic Development Partnership and other governmental agencies.
  • The incumbent may be considered “essential personnel” during City emergency situations or at the discretion of the City Manager which may include long hours and unusual schedules.
