THE POSITION

The Executive Director / CEO of the Pike County Economic Development Corporation (“PCEDC”) directs, plans, oversees, and evaluates all programs and services related to the recruitment of new industries and developing of existing industries to Pike County, Alabama. Duties include short- term and long-range strategic planning, talent management, fiscal and personal accountability, quality management, and process improvement. Develops, recommends and implements strategic organizational policies and procedures. Performs/participates in high level policy development and implementation of plans. Works in a close confidential relationship with the Board of Directors and Elected Officials and their staff members at the municipal, county, state and federal levels.

Essential Functions

  • Supervises and directs personnel to accomplish the mission of the PCEDC in the areas of economic development and industrial recruitment
  • Provides leadership in achieving economic development goals internally and externally with the Board, staff, government entities, elected officials, community entities, corporate leaders and others with which successful economic development requires interaction
  • Exercises budgetary oversight over the PCEDC annual budget while defining objectives, goals and plans
  • Works cooperatively with municipalities, counties, state and federal government entities and other stakeholders to maintain productive relationships and fulfill strategic regional initiatives while always projecting a positive image of Pike County, each municipality within Pike County and the PCEDC.
  • Prepares regional economic development strategic plans and, with Board approval, implements the plans and initiatives.
  • Identifies and promotes new business opportunities, improvements, and expansion of existing industries and works with them to secure available funding at the local, state and federal level
  • Coordinates with private and public sector entities regarding economic development and industrial recruitment
  • Provides economic information to private and public entities as necessary
  • Maintains active contacts with relevant agencies at all levels of government
  • Recruiting funding partners and maintaining positive, mutually beneficial relationships with each of those partners
  • Monitors legislation traveling at the state or federal level that could impact PCEDC or its funding partners
  • Forms pertinent partnerships for the purpose of promoting the County and present in a way that portrays the position of Executive Director / CEO, the PCEDC and the county in the most positive light
  • Researches and promotes available programs to industries in Pike County

Required Skills

  • Knowledge of the principles and methods of economic development, redevelopment business management and finance and experience applying those principles in a real-world environment
  • Understanding commercial and residential real estate development and the way in which real estate is essential to economic development and industrial recruitment
  • Ability to understand financial statements and competence in Pro forma modeling
  • Knowledge of the principles and techniques of management and supervision and the ability to supervise staff in the PCEDC office while fostering a positive work environment
  • The ability to research, collect, model and present data as needed
  • Knowledge and experience required to evaluate existing strategies and policies within PCEDC and to make recommendations to the Board regarding any suggested changes
  • Ability to create a one (1) year, three (3) year and five (5) year plan for presentation to and approval by the Board
  • Possess professional public speaking skills
  • Knowledge of Robert’s Rules of Order sufficient to serve capably on community or state boards, as needed.

Physical Characteristics

  • Position is mostly sedentary work requiring light lifting, some bending, and stooping; however, must be able to move about office, residences, buildings and construction sites from time to time, possibly rough
  • Job requires repetitive motions with hands and fingers such as computer operations.
  • Must be able to write, draw and manipulate various types of equipment.
  • Must be able to communicate with individuals and small groups as well as conduct various types of meetings including Board Meetings and employee meetings.

Credentials and Experience

  • Bachelors’ Degree in Business Administration or a related field
  • Five + years’ business experience in operations
  • Or an equivalence of college education and experience

Compensation

The salary range for the Executive Director / CEO position will be $120,000 –

$150,000, which will include insurance, retirement, and bonus incentives.

Residency

Residency in the Pike County area is required within the first 90 days
