Position Summary:

The Public Works Supervisor is responsible for coordinating and supervising the daily operations of the Public Works Department. Key duties include overseeing the construction, maintenance, and repair of the City’s infrastructure, parks, buildings, fleet vehicles, municipal airport, swimming pool, and golf course. This role ensures the department operates efficiently, within budget, and in compliance with all regulations, with a strong focus on resident safety and well-being.

 

Key Responsibilities:

  • Coordinate, supervise, and assist with maintaining city streets, alleys, parking lots, and sidewalks.
  • Maintain city buildings, as well as the grounds, facilities, and equipment relating to those buildings.
  • Ensure proper care, maintenance, and safe operation of equipment and vehicles, including record keeping.
  • Oversee and/or clean storm sewers, catch basins, and grates.
  • Purchase materials, supplies, and equipment as needed based on available budget and needs.
  • Contribute to the annual budget planning process by identifying anticipated costs for daily operations, capital improvement projects, and equipment needs.
  • Request RFPs for minor public works projects such as crack fill and seal coat; including working with engineers, consultants and agencies.
  • Locate underground utilities per Gopher State One-Call requirements.
  • Install and maintain playground and other recreational equipment in city parks.
  • Maintain, repair, and replace traffic signs as needed.
  • Trim boulevard trees to maintain clearance around streets, sidewalks, and street signs. Trim trees and shrubs in city parks and other city properties.
  • Assist in conducting inventory. Stock shelves and clean and maintain the city shops.
  • Perform routine maintenance at the swimming pool, maintain chemicals, and take water samples when required.
  • Answer service calls related to parks, streets, boulevards, and sidewalks; identify problems and make repairs if the problem is on the public works side. May make recommendations if the problem is on the customer side.
  • Perform necessary departmental record-keeping as assigned by supervisor. Maintain upto-date utility maps and make corrections and changes as required.
  • Assist in routine and preventative maintenance of required utility systems to avoid service interruptions.
  • Take appropriate safety and operational training as directed.
  • Attend city council meetings when requested to do so.
  • Perform other duties as apparent or assigned.

 

Essential Knowledge and Abilities:

  • Knowledge of streets and sanitary and storm sewer systems.
  • Ability to operate and maintain various equipment associated with street maintenance. This includes but is not limited to the plow truck and sander, dump trucks, tractor and blower. Ability to operate lawnmowers, weed trimmers, chainsaws, paint sprayers, and weed sprayers.
  • Skill in identifying problems, alternatives, and troubleshooting.
  • Skill in operating various hand, battery-powered, gas-powered, and hydraulic tools including, but not limited to, wrenches, drills, and chainsaws.
  • Ability to operate and maintain heavy equipment such as tractors and dump trucks.
  • Ability to communicate with co-workers, customers, and various business contacts in a courteous and professional manner.
  • Ability to lift at least 50 pounds.
  • Ability to obtain and maintain a valid MN Driver’s License with a CDL Certification.
  • Knowledge of all OSHA and other applicable safety regulations.

 

Working Environment:

  • Work involves routine exposure to irritants/fumes, hazardous chemicals, temperature extremes, vibrations, and noise.
  • Considerable physical effort is required, involving many types of movements such as lifting, bending/stooping, twisting/turning, pushing/pulling, crouching/kneeling, and climbing.
  • Work in confined spaces.
  • Work in potentially gaseous areas.

 

Minimum Qualifications:

  • Must be a high school graduate or have a GED; technical degree preferred.
  • Minimum of five years of public works maintenance experience or other similar job experience.
  • Minimum of three years or more of supervisory experience.
  • Must have a valid MN Driver’s License with a CDL Certification with air-brake endorsement or the ability to obtain CDL Certification with air-brake endorsement within 60 days of employment.
  • Must pass pre-employment Drug and Alcohol Tests.

 

Licenses and Certifications:

  • Class C Wastewater Certification
  • Certified Pool Operator Certification
  • Boiler License

Employee shall initiate the process of acquiring certifications and licenses within 18 months of the hire date.

 

Compensation and Benefits:

  • Starting salary range between $72,800 – $83,200, depending on qualifications. Based on a 45- hour work week.
