JOB SUMMARY
This position directs the operations of the Utilities Department.
MAJOR DUTIES
- Directs the operations of the department; develops plans and implements goals and objectives; recommends and administers policies and procedures.
- Oversees the city’s electric operations, natural gas operations, and damage prevention operations.
- Develops budget recommendations and manages funds; approves purchases.
- Oversees utility purchases on the wholesale market.
- Proactively plans for future utility capacity needs.
- Serves as the lead for the utility department and coordinates Emergency Management operations as appropriate.
- Foster and build relationships with industry specific organizations such as MEAG, Gas Authority of GA, GA 811, ECG, GUCC, etc.
- Analyzes the needs of the community in relation to the service provided by the department; makes recommendations for changes when applicable.
- Oversees project plans and specifications along with engineering calculations and designs.
- Attends meetings of the City Council (including Council meetings, Executive Session, and community meetings) as needed.
- Develops and implements short- and long-range plans for the system including projects and equipment ensuring the annual five (5) year Capital Plan is updated and addresses future needs of the City.
- Oversees the work of outside professionals, including those providing design and construction services.
- Assesses the effectiveness of department performance and makes recommendations for changes in procedures or programs to improve overall performance.
- Ensures the development of job safety procedures and training is addressed in each utility department.
- Receives, investigates and resolves customer, citizen and employee concerns related to work problems and complaints; interprets policies to subordinates, other departments, and the public.
- Oversees, trains, assigns, directs, schedules, supervises, evaluates and disciplines personnel.
- Responds to and coordinates departmental response to emergency situations.
- Serve as a City Manager appointed member of the Executive Team.
- Oversees Key Account procedures.
- Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of utility management principles.
- Knowledge of utility engineering principles and practices.

- Knowledge of grant management principles.

- Knowledge associated with construction modeling, scheduling, and drafting software
- Knowledge of the Georgia Territorial Act
- Knowledge of the County-wide Safety Plan and familiarity with PHMSA and GAPSC regulations related to natural gas.
- Knowledge of GA811 and GAPSC locate regulations.
SUPERVISORY CONTROLS
The City Manager assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include city ordinances, codes, and procedures; relevant state and federal regulations; design standards; and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied administrative, supervisory, technical and management duties. The variety of tasks to be managed contributes to the complexity of the work.
- The purpose of this position is to supervise the city’s utility operations. Successful performance helps ensure the effective and efficient operation of the department and affects the quality of life for city residents, customers, and visitors.
CONTACTS
- Contacts are typically with co-workers, vendors, suppliers, other city employees, state and local government officials, elected and appointed officials, community leaders, business leaders, contractors, customers, and the general public.
- Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects.
- The work is typically performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Damage Prevention Director, Electric Director, and the Natural Gas Director.
MINIMUM QUALIFICATIONS
- Completion of a baccalaureate degree (graduate level desired but not required) in a course of study related to the occupational field.
- Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
- Experience in a high performing utility market.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
- Certification as a Professional Engineer is desired but not required.
